BDR is seeking an HR Generalist & Benefits Administrator to join our growing team! This position will mostly be performed virtually from the individual's home office working on EST time schedule and will require travel into Washington DC up to 10%. (Military Veterans and HUBZone candidates are highly encouraged to apply) Job Summary: The Human Resources Generalist (HRG) will play a key role in supporting day-to-day HR operations while also contributing to more specialized areas such as benefits administration, SCA wage determination compliance, and HR support for a growing federal contracting workforce. This remote position reports to the Director of Human Resource, must reside in a commutable distance to the Washington DC area, and requires strong judgment, confidentiality, and attention to detail. The ideal candidate brings a collaborative mindset and experience supporting employees across the full employment lifecycle in a government contracting environment. Key Responsibilities:

Benefits

Administration & Compliance:

  • Coordinate and administer employee benefit programs including medical, dental, vision, life insurance, voluntary benefits, wellness programs, and fringe benefit plans
  • Resolve escalated coverage issues in coordination with external vendors and carriers
  • Manage qualifying life events, new hire enrollments, and termination processing in the benefits administration platforms
  • Partner with payroll to ensure timely and accurate benefit deductions, retroactive adjustments, and fringe allocations
  • Conduct monthly billing audits and benefit invoice reconciliations to validate enrollment accuracy and prevent overcharges or missed enrollments
  • Track benefits eligibility across employee types (exempt, non-exempt, SCA, etc.), ensuring compliance with internal policies and federal requirements
  • Support the development of benefits-related communications, including open enrollment guides, FAQs, and policy updates
  • Maintain accurate benefit records and support audit requests from vendors, leadership, or compliance authorities
  • Monitor plan compliance with ACA, ERISA, and other federal and state regulations
  • Ensure proper documentation and classification of fringe benefits for SCA employees
  • Prepare and submit required compliance reports related to benefits and employment, such as ACA filings, EEO-1, VETS-4212, and other federal or contract-specific reports

SCA Wage Determination Support

  • Support the ongoing compliance of Service Contract Act (SCA) wage determinations across all applicable contracts and labor categories
  • Maintain accurate documentation of wage determination (WD) rates, health & welfare (H&W), and fringe obligations based on contract location and labor classification
  • Partner with HR leadership and Contracts to review new or updated wage determinations and determine appropriate labor category mappings
  • Partner with our TPA in monitoring fringe shortfalls or surpluses, and coordinate resolution in accordance with DOL requirements
  • Assist in preparing internal reports and audit documentation related to SCA compliance, including requests from leadership, clients, DOL, or prime contractors
  • Maintain awareness of and help apply relevant regulatory updates under 29 CFR Part 4 and other applicable federal labor standards
  • Collaborate with recruiting, payroll, and operations to ensure alignment across teams on WD classifications, H&W rates, and contract-specific labor requirements

General HR Operations

  • Understands and supports the organization's human resource strategy
  • Support the full employee lifecycle including onboarding, offboarding, performance reviews, and HR communications
  • Support disciplinary processes, accommodations, investigations, and terminations
  • Drives learning and development programs and initiatives
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices
  • Participate in process improvement, training delivery, and special HR projects
  • Performs other duties as assigned.

Required Skills, Abilities, Education & Experience:

  • Excellent verbal/written communication, interpersonal, and conflict resolution skills.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Ability to: prioritize tasks, act with integrity, professionalism, and confidentiality
  • Thorough knowledge of employment-related laws and regulations.
  • Proficient with Microsoft Office Suite and experience using HRIS (Rippling preferred)
  • Ability to travel in person for team meetings 2-3 times per year
  • Minimum three years of Benefits Administration required
  • Minimum one year of SCA Wage Determination Support required
  • Minimum one year of HR Generalist experience required
  • HR experience within Government Contracting strongly preferred.

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
